Answer
For each airline code assigned (Designator, accounting, prefix) we assess a retainer fee for each code held.  So the quantity is determined by each code assigned.
 
If your airline has been assigned only one code then the admin quantity will be 1(one) if your airline holds all three “set” of codes then the quantity will be 3 (three)
