Answer
IATA has to maintain the code database and ensure the integrity of IATA codes. This comes at a cost. For each airline code assigned (Designator, Accounting and Cargo Prefix) we assess an administration fee. 
 
So the quantity is determined by each code assigned. If your airline has been assigned only one code then the admin quantity will be 1(one) if your airline holds all three “set” of codes then the quantity will be 3 (three)
