Answer
Some BSP's/CASSes report an approximate amount that they will be sending to ICCS on their settlement day. Often it is the case that by their settlement day they have not received that same amount from the travel agents (some may be delayed in paying) and therefore the BSP/CASS does not have the full amount of funds that they had estimated in their possession. In this case, they cannot remit funds they do not have and they report a "Shortfall".
