Answer
City codes are only assigned in conjunction with a location identifier code. IATA cannot issue a code to a city, without a qualifying location in that city. If a city has an airport or an intermodal location that requires coding for airline industry use, then a location identifier code should be applied for. If there is no existing city code for that location, then the city will adopt the code issued to the new location.
